OMG! I hear an ice-cream truck and it's actually midnight. Should I report him or something? ?

Driving down the roads in a town where there are lots of kids sleeping. He obviously knows that they are sleeping because what 6 year old stays up until 1 in the morn..? But seriously WTF is this douche thinking? It's very loud and he keeps riding up and down my neighrborhood and he's going around everywhere with that freekin messed up tune. What do I do??
